Civilians have the right to make an arrest and it is known as Citizen's arrest but in doing so, there are laws they have to abide by. A civilian making an arrest is only allowed to temporarily detain a suspect till the police arrive, and should not apply unwarranted brutal force, else the arrest will be regarded as illegal and the civilians would face criminal charges.
