Rubber bullets were invented by the British ministry of defense to control violent rioters in Ireland and were first used there in 1970.
The bullets have a shell which is made of rubber with a metal core which are homogeneously attached to each other. They cause fewer injuries compared to live bullets but make no mistake, rubber bullets are as dangerous as the live bullets.
In fact, they can cause fatal damages such as blindness, permanent injury and in worse case scenario, death.
