As per the report, Uhuru Kenyatta must tell his speechwriter what to do before he/she writes the speech. His speechwriter Mr. Ng'eno disclosed that the president do get involved in crafting the messages.

When the speech has been written, the president takes his precious time to go through it sentence by sentence when making some notes out of it. This is to ensure that his speechwriters don't add or omit an important part that is of public interest.

He always wants his thought to be on the speech before reading it to the public. Another reason might be for him to be familiar with the speech before he reads it.
