“Ijaw Youths Must Move Forward IYMMF wish to draw the attention of President Muhammadu Buhari, GCFR, the Attorney General of the Federation/Minister of Justice and the Hon. Minister of Petroleum Resources for State to quickly address the issues of the Niger Delta region in respect to poor and none implementation of MoUs & CSR.

We are also using this medium to call for the immediate investigation of former and present managers in respect to joint venture assets development fund, (JVA cash call) in the IOCs: Total E&P, Mobil, Chevron, SPDC, Nigerian Agip Oil Company and others in respect to disbursement of these MoUs and CSR funds for community developments in the Niger Delta region. 

One of the major problems causing crises in the Niger Delta region has been poor implementation of MoUs and CSR by International Oil Companies (IOCs) operating in the area. The positive impact of Skills Acquisition, Employment, and Scholarship has not yielded the desired results in the region. The community heads and representatives of various institutions have continued to connive with these companies to frustrate developmental policies on MoUs and CSR.

Based on the aforementioned, we hereby call on President Muhammadu Buhari, the Attorney General of the Federation/Minister of Justice, the EFCC, the ICPC and the Nigerian Financial Intelligent Unit (NFIU) to immediately commence investigations on the under listed:

1.    James Urho, Deputy General Manager, Community affairs of Total E&P

2.    Engr Sammer Beechalani of Total E&P and

3.    Deji Haastrup, General Manager,Policy Govt. & Public affairs, Chevron Nig. Ltd. to publish the MoUs and CSR implementation report from 2008 to 2019.

A reference point to note is the N28 billion Total E&P claimed to have expended in Egi Kingdom, Ogba Egbema Local Government Area of Rivers State from 2014 to 2017 is still fresh in our mind 

More names will be shortlisted in Total E&P MoUs and CSR Embezzlement Saga. As Assassination of innocent citizens in the Egi kingdom has become a worrisome issue following reported cases in relation to MoUs and CSR Embezzlement Saga, we therefore appeal to all relevant security agencies to take note of this development in Egi kingdom and provide a safe and secure environment.

Furthermore, we urge the President, the Hon. Minister of Justice, the EFCC, the ICPC and the NFIU to call on the Manager Stake Holders Community Development, Mr Denix Maxi and Savioli Lorenzo, the General Manager District of the Nigerian Agip Oil Company (NAOC) to publish their MoUs and CSR implementation report from 2008 to 2019. 

We also call on Mr. President and the Honourable Minister of Justice to prevail on Igo Weli to publish SPDC MoUs and CSR report from 2006 to 2019 who claimed that Shell Development Company of Nigeria has spent over N44.36 billion in the last 13 years as attached for your perusal. These reports should be reconciled with the reports sent to the National Petroleum Investment Management Services (NAPIMS).  

Attached also are some of the evidences of projects NAOC claimed to have implemented in Bayelsa state. Based on these we call for a holistic investigation of the affected managers.

“INTERNATIONAL OIL COMPANIES (IOCs) AND UNDER DECLARATION OF OIL PRODUCTION VOLUME IN THE NIGER DELTA

In view of Total E&P Nig. Limited under declaration of Oil production volume, we hereby call on President Buhari and the Attorney General of the Federation/Minister of Justice, the EFCC, the ICPC and the Nigerian Financial Intelligent Unit (NFIU), to urgently call on the Deputy Managing Director, Port Harcourt district and the Deputy Managing Director, Deep Waters of the Total E&P Nig. Ltd, Mobil, Chevron, SPDC, and Nigerian Agip Oil Company to publish their daily crude production report sent to the USA Stock Exchange and France for 2018 to 2019.

Daily report of Total E&P crude Oil production to USA and France Stock Exchange for the month of March 2019 production volume for Total E&P shares Production 246, 210. 99.

Export report to France USA Stock Exchange, 224,210. 36 for the month of April 

Total E&P exported a total of 6,726,000 (Six Million, Seven Hundred and Twenty six thousand) barrels of crude for the month of April 2018. 

For the month of March 2019 Total E&P daily report to USA Stock Exchange and France was, 234,173.43.

Total E&P export for the month of March 2019 was pegged at 7,252,000 (Seven Million, two hundred fifty two thousand) barrels of crude oil. 

Total E&P alone makes nothing less than N80 billion naira monthly from the production of crude oil in the Niger Delta, SPDC makes nothing less than N100 billion naira from crude Oil, and same is also applicable to the other IOCs in the region. What about gas condensate? Yet these companies have failed to implement MoUs and liable to CSR in their Host-Communities. We shall in due course publish the actual monthly crude Oil production for Mobil, Chevron, SPDC and Nigerian Agip Oil Company in our next publication.

We are confident that the Niger Delta region will experience a drastic change at the end of this holistic investigations and we want to in a special way acknowledge and thank our dear brother Comr. Agi Bestmam, for his support in the struggle for the development of the Niger Delta region.”
