There is no fear in love, but perfect love casts out fear because fear involves torment (1 Jn 4:18).
But he who fears has not be made perfect in love. The scripture quoted seems contracditory, but this third one solves the contradiction. "And now, Is real, what those the Lord your God require from you, but to fear the Lord your God to work in all His way and love Him, to serve your lord with all your heart and with all your soul, and keep the commandments of the lord and His statues which I command you today for your good" (Deu 10: 12-13).
